2. Job Purpose

Manage the YAMEN PV plants and battery storage sites in accordance with the O&M agreement. This overall objective will be achieved by leading and delivering all the requirements of the O&M contract such as Design Review, O&M Mobilization, and Operation period services for all the PV and battery storage sites of YAMEN.

4. Key Accountabilities

Strategy & Plans

  • Develop the plant(s) strategy in line with GSTS’s O&M strategy to ensure vertical and horizontal integration across departments.
  • Regularly report to the Cluster Head (Uzbekistan) on plant activities, challenges, and mitigations.
  • Prepare management meeting presentations (mobilization reviews, management reviews, PC coordination, etc.) with financial, technical, and operational updates.
  • Develop business plans for PV and BESS sites in Uzbekistan aligned with O&M bid model assumptions and long-term goals.

Health, Safety, Security & Environment (HSSE)

  • Ensure compliance with all HSSE policies, procedures, and standards to guarantee employee safety and environmental responsibility.
  • Lead the establishment of HSSE Management Systems for PV and BESS sites during mobilization.
  • Ensure 100% compliance with permit-to-work systems and HSSE training standards.
  • Conduct regular PTW inspections, audits, and HSSE awareness programs.
  • Ensure subcontractor compliance with GSTS HSSE standards and local laws.
  • Develop and maintain emergency response plans and ensure regular drills are executed.

People Management

  • Define workforce requirements and ensure recruitment of qualified staff in coordination with HR.
  • Set objectives, monitor performance, and provide feedback and coaching to maximize team performance.
  • Support talent development, mentoring, and succession planning across O&M sites.
  • Ensure subcontractor personnel comply with GSTS policies and procedures.

Production Planning

  • Translate O&M strategy into short- and mid-term production plans.
  • Monitor performance against targets to ensure optimal resource utilization, availability, and efficiency.

Operations and Maintenance

  • Ensure all O&M contractual obligations are understood and fulfilled.
  • Coordinate with Project Companies to support site operations and stakeholder management.
  • Develop and implement O&M mobilization plans aligned with corporate schedules and budgets.
  • Oversee site readiness for COD and ensure fully functional O&M systems, processes, and manpower.
  • Manage EPC/OEM warranty programs and ensure risk minimization during operation.
  • Provide leadership and technical direction to ensure high performance and reliability.
  • Implement change management and ensure reliability of supply through KPI-driven monitoring.

Supply Chain

  • Ensure spare parts identification and procurement mitigate lifecycle O&M risk.
  • Approve PRs/POs for materials, equipment, and services in line with authority matrix.
  • Ensure subcontractor work is compliant with specifications, HSSE standards, and timelines.
  • Maintain ethical practices in all supply chain activities.

Integrated Management System (IMS) Adherence

  • Maintain and implement IMS procedures and prepare for internal/external audits.
  • Ensure compliance with ISO and corporate standards, implementing corrective actions as required.

Budget Management

  • Develop PV and BESS site budgets based on bid assumptions and market conditions.
  • Monitor financial performance, identify variances, and implement corrective measures.
  • Ensure contract revenues, cost control, and profitability targets are achieved.
  • Manage additional service change orders and support finance in cashflow management.
  • Implement initiatives to improve financial and technical performance while ensuring safety.

Reporting

  • Ensure comprehensive and timely preparation of technical, financial, and HSSE reports.
  • Submit progress reports and management summaries as per contractual obligations.
  • Ensure Synergi Life reporting of incidents, follow-ups, and closeouts per IMS policy.

Other Responsibilities

  • Develop and maintain relationships with internal teams, project companies, contractors, OEMs, and local authorities.
  • Perform any other duties as assigned by the line manager.

6. Qualifications, Experience & Skills

Minimum Qualifications:

  • Bachelor’s degree in Engineering.

Minimum Experience:

  • Minimum 10 years in the power sector, with at least 5–7 years in PV technology.
  • Minimum 3–5 years in a management role (most recent experience).
  • Experience managing a portfolio of PV sites (preferred).
  • Familiarity with BESS systems (ideal).

Skills:

  • Strong techno-commercial knowledge of O&M contracts and agreements.
  • Extensive leadership, planning, and analytical abilities.
  • Knowledge of IPP operation models and power generation systems.
  • Excellent communication, influencing, and presentation skills.
  • Project management, mentoring, and people development skills.
  • Strong organizational, integration, and teamwork capabilities.
